Background:

PT. Bumimerak Terminalindo is a warehousing and storage service company based in Merak, Banten. However, with the increasing flow of imported goods and domestic/export distribution needs, PT. Bumimerak Terminalindo began feeling left behind. Many potential clients (especially multinational companies) requested warehousing services offering delayed customs duties, just-in-time delivery support, and logistics management flexibility.

Problems

Without BLC status, PT. Bumimerak Terminalindo faced several limitations:

  1. Imported goods entering the warehouse were immediately subject to customs duties and VAT, even when unused.
  2. Couldn't handle re-exports from the warehouse due to non-BLC status.
  3. Warehouse could only store goods for limited durations with no fiscal incentives for clients.
  4. Struggled to compete with BLC facilities owned by major players or overseas logistics centers.

In early 2016, PT. Bumimerak Terminalindo management decided to:

1. Apply for BLC licensing to the Directorate General of Customs and Excise,

2. Renovate and upgrade warehouse infrastructure to meet BLC standards,

3. Train staff in BLC procedures, customs clearance, and integrated logistics information systems.

After officially becoming a BLC, the company began offering:

  1. Storage of imported goods without customs duties/VAT for up to 3 years,
  2. Re-export and phased distribution according to client needs,
  3. Repackaging, quality control, and relabeling services within the BLC area,
  4. Digital tracking systems integrated with Customs systems.

After 1 year of BLC operation:

  1. PT. Bumimerak Terminalindo increased revenue by 80%,
  2. Attracted over 5 new clients
  3. Clients reported fiscal/logistical efficiency gains by avoiding upfront tax payments and enabling phased nationwide distribution.

Conclusion

Bonded Logistics Center status transformed the company's role from mere storage provider to strategic supply chain partner. BLC delivered added value through fiscal incentives, distribution flexibility, and tangible operational efficiency. PT. Bumimerak Terminalindo's story proves BLC truly helps warehousing companies grow and compete at national and global levels.
