Bonded Logistics Center Prepares to Become Asia Pacific Logistics Hub

REPUBLIKA.CO.ID, JAKARTA -- The implementation of Bonded Logistics Centers (PLB) has rapidly developed over one year, reaching 34 PLBs spread across Indonesia with various types of storage. The establishment of these PLBs aims to realize Indonesia as a national and Asia Pacific logistics hub.


To support this, PLBs will be developed as storage facilities for goods to be distributed domestically, not limited to industrial use only. PLBs serve as gateways for strategic goods.


"In the future, consumer goods (end products) can be stored in PLBs," said Director General of Customs and Excise Heru Pambudi in Jakarta on Wednesday (12/4).


Heru stated this breakthrough brings Indonesia closer to its dream of becoming a national and Asia Pacific logistics hub. Moreover, the current PLB system in Indonesia is nearly comparable to Shenzhen, China. Heru added that the Directorate General of Customs and Excise (DJBC) will encourage businesses to utilize fiscal and procedural facilities from PLBs.


Customs records show goods worth Rp 1.16 trillion are currently stored in PLB warehouses, originating from 20 international supplier companies, 34 international distribution companies, and 97 local distribution companies. The average lead time is 1.8 days, faster than regular imports. Additionally, PLBs have contributed Rp 10.28 billion in import duties, Rp 27.13 billion in Article 22 Import Income Tax, and Rp 120.09 billion in Import VAT.


"We've inventoried issues from this past year and taken corrective steps while improving effectiveness through coordination with other ministries/institutions," said Heru.


Synergy efforts include surveyor inspections within PLBs as mandated by Trade Minister Regulation No. 64/2016. Quarantine facilities have been built within PLBs directly reducing dwelling time, while accommodating FTA systems and simplifying preferential tariff allocation.


PT Cipta Krida Bahari has already relocated 40 thousand square meters of warehouses from Singapore to Indonesia, with plans to expand to 300 thousand square meters by 2020. PT Petrosea Tbk operates PLBs in Tanjung Batu (Balikpapan) and Marunda (Jakarta), with future developments planned in Surabaya and Sorong. PT Petrosea's PLB utilization currently reaches 116% of target capacity.
